The only Constitutional remedy for Pennsylvania is to disqualify their electoral votes for 2020.
SCOTUS is well within their Constitutional power to invalidate any electoral votes as Pennsylvania is at this point so compromised it will be impossible to know what votes were valid and which were not.
The rest of the states can certify their votes and participate in the 2020 election.
Neither Biden nor Trump need Pennsylvania to win, let the remaining 4 states finish their counts and lets figure this out without having to resort to the Congress vote.
