It was a bioweapon for sure, developed in the Wuhan lab. But I don't think they released it deliberately in their own city. It was a fuck up, because of the commie work standards, just like Chernobyl. If it was deliberate, they would have released it somewhere else for sure, it's too suspicious that it started in a city where there is a virology lab.
But after they saw that they can sell the stupid and completely nonsensical narrative, that it has natural origins, they adapted and went with the flow, buying media, silencing, threatening scientists etc.

It would not be stupid at all to intentionally release it near a virology lab as a "mistake". In fact, that's exactly what I'd do.
Why?
Plausible deniability, they can claim no malicious intent. This prevents a war for the time being.
