The Y axis represents the deviation from the center line. So what you are seeing here is that as Republican votes increase, simultaneously Trump votes decrease in a linear fashion. As you scale closer to 100% R votes, that is when he loses the MOST support. And the inverse is true for Biden. Where Biden has the least support from D he gains the most votes.
