Went to buy two cases of paper towels at Costco today. I was told I could only buy one and that the "system" would deny a second case the same day. I put one case in my car, went back and bought the second case. I guess there is a glitch in Costco's membership software. Humans can always work around software if they want paper towels, or votes, bad enough.
