Honestly, if you actually are worried about overpopulation and global warming ending life as we know it, this sort of thing makes sense, is a psycopath sort of way. It's clear that you're not going to get nations like India, China, etc. to reduce their populations enough in a short enough amount of time, much less places like Africa where many countries having booming populations and are receiving massive food subsidies from the outside. So if you can't politically pressure these countries into tanking their birth rates, and free condoms aren't working, your options get more difficult I guess. You know you'll never get political support to genocide the rest of the world so that the west can maintain their lifestyle a little longer. So then I guess you have to get creative and figure out a way to force these countries to reduce their birthrates without sparking global war.
