Scott Adams wrote a whole book about how Trump operates. He's probably guessing that based on how Trump is acting (angry, yet calm and very confident) that he has a lot of evidence on his hands.

He ignores the noise and predicts based on patterns he sees. He is seeing the Trump admin reaction to the election and making his assessments.

It's never been done and will cause major trouble.
