There is NO "voter fraud". That would insinuate that actual VOTERS are the ones committing the fraud. It's not them, so therefore it's "ELECTION FRAUD"
It's not "widespread". Wide spread would mean it's happening all over the place, in MANY different locations. It's actually "TARGETED". While it's happening in several places across different areas, it's targeting key states, and in those key states, it's mostly secluded to certain high-impact areas.
Therefore, they are not technically LYING when they say that. However, they also aren't giving the truth.

This changing the banner is crazy. Twitter could add a banner that is outright libel and then change it. The damage would still have been done, but it would be hard to prove. And they can change the page that these banners link to at any time.
