I agree. Giuliani and the other lawyers would have a pretty heavy lift to actually prove enough fraud took place to shift the election. Not that there wasn't, but proving it is the trick.
The lawfare is solely to stall for time and keep the states Trump needs to win, from certifying their results. If they certify their results then we are in weird constitutional territory.
The actual things that could change the game are the lawsuits against PA (particularly the original PA-GOP lawsuit against the state supreme court rewrite of the state mail in ballots law), the GA recount (if all the autism here about Dominion stealing votes - and the accusations of repeatedly running ballots through the machines - is correct, the recount/audit should produce wildly different results in addition to finally putting Georgia in Trump's column), and then whatever Barr is doing about the DoJ investigations.
If the lawfare looks like a bit of a clown show... well... I mean, it kind of is? They're trying to keep the audience engaged until the next act is ready. Of course if Giuliani does hit a big score then that's awesome, but it's a bonus rather than the actual goal.
The thing about it, of course, is that the electoral college votes on Dec. 14th come hell or high water. The runway for "tick, tock" is over. Pretty soon everyone has to show their cards, and then we find out who was bluffing, and who is President.
IMO the EO reads like it would be more useful for twisting the knife deep after Trump wins; the main support for investigating, say, Dominion, will be the change to the computer fraud statutes signed into law right before the election.
