It's not Georgia law. It's a federal law regarding how many days pass after the general for another election, special or not. Normally you have to have been eligible to vote in the general election to vote in the special election, unless too many days pass. then it is wide open again due to the NVRA. https://www.justice.gov/crt/about-national-voter-registration-act
Is there no limit for recency of move in being eligible to vote? Where I live in Canada I had to pass on voting in my first provincial election here because I moved provinces and to vote you had to have lived in the province a minimum of 6 months.

Document every case of a leftist saying this on social media. I'm almost certain it's illegal to move to a state just to vote. It's obviously very easy to do this and not get caught because you could be moving for any number of reasons but if they explicitly say they are moving to vote it's likely a crime.
