Yes States have to do their thing first, no election really is done until the Sec of State in the State "certifies" the results. So some things like hand recounting can be done before that; and some things are done after that.

Yes States have to do their thing first, no election really is done until the Sec of State in the State "certifies" the results. So some things like hand recounting can be done before that; and some things are done after that.
Auditing can be done by candidates, by officials or even someone else if you want to pay for it. But usually it's done via campaigns and is why fundraising now is also very important including in the places like you say ALL 50 STATES, especially CA, NY, IL, WA, OR, new england too.
