I don't think cornpop was a bad dude at all. in fact what probably happened was cornpop (which was never his actual name) was a college educated black man with a 2 car garage and wife and kids and a career in a respected field. biden of course hated seeing this so he imagined whipping him with a chain because that's what these racists do all the time.
