Depends on how far away the Rare Pepe is and what frequency/network you’re on. In a disaster situation I’d say probably US AREDN as it would be fairly accessible in cities (ish) which gets into megabits due to using gigahertz (same/similar to what WiFi uses) or AMPRNet. There are also options like F4HDK that top out a slower max speed but can transmit much farther (under current regulations).
I’d estimate download to be about... 6 seconds under ideal circumstances with nobody else on the network and most page loads at... maybe 20 seconds but less if you strip or selectively load the more data intensive sections (use a text browser, etc). It would certainly be a step back in speed, but you can go full adhoc point to point with it and we already have an established network of operators that would be able to get data basically anywhere quite fast.
If you have the expertise we could use a good Simple-as-possible guide for easily setting up a reasonably strong ad hoc wireless network (possibly with HAM power/equipment(?) that can upload & download files over wireless and serve php/node/JavaScript/html files from a server.
Rather than the over-complicated and nonfunctional ‘utopian’ peer-to-peer ‘big ideas’, I’d like something more like this:
Hardware needs, even better, a product purchase template:
-drive, ram, box, wireless antenna
Downloadable ‘plug’n’play server/software stack:
Linux server
Node and/or PHP
Simplest ‘airgap’-style security method (e.g. simple restore from backup methods)

File-upload FOSS drop-in that works with the template setup
