But if a state does not send electors To the electoral college the threshold for winning goes down for example if GA did not send any electors it would reduce the total EV by 16 and the threshold to win by 8 (262). Therefore democrats would rather the state not send any electors than hsve the state send 16 trump electors.
However aside from the courts the state legislature in GA can also decide that the process was flawed and ripe with fraud and violations of state law were done even in recount and decide to not certify results and throe the offending counties votes out themselves and send Trump electors.
Right now In GA the offending counties refusing observation and review during the recount process are violating state law and are almost guaranteeing courts throw any offending counties votes out, thus trump will win GA. Regardless of recount final tally.
PA has the strongest case and will likely go to Trump through court rulings. It seems Atlanta wants to makes a legal case for Trump as strong as PAs case. I don’t have a lot of faith in the court system but violation of state law and Supreme Court orders isn’t going to do democrats any favors even with the liberal justices.

Literally the only reason to refuse part of the standard ballot counting process is if you don't want observers to notice something wrong with the ballots/signatures.
