They don't. The entire bailout proposal is a transfer of wealth from Red States to Blue States.
Both Blue & Red States pay Federal Taxes, but Blue States usually have higher State Income tax, Property tax and more taxes overall
Before the 2017 Tax law, Blue States barely paid Federal taxes, because they could just deduct their State & Local taxes, against Federal tax liabilities.
Which means Red States were the ones paying Federal Taxes, because they barely had any State & Local taxes.
Now Blue States are trying to 'double-dip' by getting Federal bailout money AND high State Income & Local Property taxes.
