It would be assigning the corresponding numbers based on Joe's name in Hebrew and then using the gematria system based on the letter/number system. Honestly, I find it hilarious that a rabbi did this, but I wouldn't read more than a clever and subtle religious culture which is highly literate getting a little shot in (much like my priest reading the Matthew verses). And I definitely wouldn't go plugging things into those numerology calculators -- that stuff is hocus pocus.

Gematria. I made a post about it this week.
Using a Gematria calculator I found online, I get 62 for "Adonijah" and 64 for "Joe Biden" (simple).
Oh boy. So much I want to say on this one.

The historical texts are in hebrew and that is the basis of this calculator.
