It appears that someone used Joseph Barbano’s name to apply for a mail-in ballot on 5 May 2020 and mailed a completed ballot sometime between 28 September and 8 October 2020 as per the Election Ballot Status Website of the PA Department of State.

These are the same person. Joseph Barbano’s obituary mentioned his wife Silvia. While we could not find any marriage records of him that matched anybody named Silvia, we did find his wife Angeline Silvestra, or “Sylvia.”

A public record indicating a home in his name also indicates that an Angie Barbano resides there.

Additionally, the (W) beside Ms. Barbano’s name indicates that she is a widow. Given this information, it appears that the deceased no longer resides at his former address nor has ownership, despite the voter registry listing him there.

Therefore, it appears that someone used Mr. Joseph Barbano’s name to request his ballot by mail and cast that ballot in his name, despite his being deceased 12 years.
