That's always been the design. In what state CAN you identify a voter by a ballot? In every state I've lived in or heard verified information about, they deliberately prevent ballots from being associated with voters for "voter anonymity".

The value of the GA recount is that it is a HAND recount, not a machine count.
The ejection of ballots turned in after deadline and other forms of fraudulent voting is a separate legal issue.
Absolutely not true. I voted in Georgia. My ballot is tied to my voter registration which is made part of the paper ballot. The paper ballot has a QR code that contains that info, and is printed with that info as well.
that's why people cheat in elections. It's very hard to prove and once the ballot is separated from the security envelope everything gets mixed together.
Would have to recount. That is 1.2 million votes that you cannot tell if they had proper chain of custody, represent dead or moved voters, voters that did not vote, voters that voted for one candidate and it was changed.
That doesn't mean its a dud.
