reminder: this must mean they opened every sealed ballot envelope to find the ones they needed to cure

edit: think I'm wrong. the three affidavits all state there were problems with the secrecy envelopes themselves

The sealed envelopes were to remain sealed or locked in containers until the day of election. They were contacting people to cure their secrecy envelopes days earlier. That would be a violation of Act 77.
