This is interesting to me. I live in PA. I requested a mail-in ballot as insurance being sick Election Day. So Election Day I take my unopened, pristine mail-in ballot to "surrender" it. I sign the paper and the Judge of Elections (been there for years) says OK now I have to rip open the envelope to make sure all the pieces are there. (they were). Then he wrote VOID on the envelope. My husband spoke up "how can we know someone won't just fill out that empty ballot and put it in?" Merv the Judge said, You can take my word for it. This didn't reassure my husband at all so he said, Write VOID on everything inside!" So the Judge did, but he said it really wasn't necessary because VOIDING the outer envelope disqualified the ballot.
I second this. It also makes sense in the affidavit where the person was told they needed another envelope or it wasn't official... The reality is they opened the real one to check.
It's sad, the people in these affidavits are clearly at risk individuals and they're so concerned their vote won't count. Now the only logical solution I see with all of this is to throw out all of these mail in ballots and their vote will likely not be counted or the legislature steps in which means the same thing.
