I’m not well-versed in the law but can any type of class-action lawsuit be filed by those that placed bets on the election. I’m sure people will be defrauded out of millions of dollars if Pedo Joe is certified as the winner.

In the U.S. it's illegal to vote on elections, though you still can through some somewhat shady betting sites. That being said, since the bet is illegal, you would be SOL completely.
As for other countries, not sure, it would depend on their local laws.
I really doubt it. It would be like filing a lawsuit because a star basketball player got injured during the game-- it's just part of the uncertainty of the wager. Not a lawyer though, just my thoughts.
