No, that's not how it works.

The states must certify the electoral votes by Dec 8, safe harbor

Dec 14, Electors physically travel to Washington DC to publicly cast their votes.

If in a state, the election is so fucked up they can't figure it out, then they don't certify, and they don't send electors.

If the states cannot certify their electoral college votes, then it goes to the House of Representatives. Each state delegation gets one vote, so unlike normal House votes, California has the same voting power as Rhode Island.

Note that this House would be the new House. Pelosi's house would have disbanded already, and the new team would be in place.

Seriously though, what happens if Bidens campaign is found guilty or committing fraud in this election? Are they still able to win or do they just discount the fraudulent votes and count the others??
