They will probably have to. The Democrats destroyed all the envelopes the ballots came in, so there is no way to tell when they showed up now. And to top it off you have the postal workers who said they were told to backdate ballots that arrived late as well.

There's also a PA law that requires ballot envelopes be kept for two years.

All official absentee ballots, files, applications for such ballots and envelopes on which the executed declarations appear, and all information and lists are hereby designated and declared to be public records and shall be safely kept for a period of two years, except that no proof of identification shall be made public, nor shall information concerning a military elector be made public which is expressly forbidden by the Department of Defense because of military security.

By discarding them, Philly broke the law. Now it's up to the courts to decide whether or not to count any Philly ballots without envelopes or toss them out because they can't be proven to be legitimate.
