He can't concede. The only graceful way out at this point is to do recounts and blame glitches. They won't do that. They're all in up to secession or civil war. They gamed this out in their TIP scenarios.
More likely to go to the House because with this level of fraud, and with all of it statistically favoring Biden, state legislatures will not certify. Each state gets one vote; GOP has a thin majority there, and Trump wins without electoral votes.
Even if Biden wanted to concede (of which he has no intention to do) his party would never let him. These fuckers do not ever give up their goose, they just double and triple down on their ass hattery. If anything, they will ferret out another nefarious way to swing the narrative.
