This is an incredibly dumb rule. Wouldn't this just mean that everyone who would otherwise go after 10pm would then instead choose to go earlier if they still wanted to go? This means there'd be a higher density of people at the restaurants at the earlier hours and a higher risk of infection for everyone involved.
