It was so coordinated and widespread Im not sure he could have stopped it.

If he had stopped it, no crimes would have been committed, nobody would have been prosecuted (not that they will anyway) the operation wouldnt have been exposed and we wouldnt have known how it all worked. Now that we know, we can watch closely for it in the future.
