Might have to follow their own election laws on the books in the end. If those laws state protocols for certification, rejection, they could very well be forced to follow those. I am not familiar with GA politics, but if its the Sec of State or courts making these rules and not the legislatures, then they have problems legally.
What they're trying to do is just get everyone to sign the certificates because the certificate is all that counts when you say certify. It's not the same as verify.
