Outer envelopes are never kept.. As far as I know, there are no voting jurisdictions in the entire US that keep them.

It wouldn't normally be a necessary but when they're accepting huge volumes past the date validating it based on when it his a mail stamp (which is already a loose measure) then it become necessary.

Normally it's not because you don't accept ballots votes after deadline or if you do it's small enough and within certain strict terms it's harder to have a significant impact and easier to verify.

What they have done is to basically optimise the system for mail-in ballots knowing Biden will get more which alone is a broken election system.

To put it in a simple way, they're allowing people to vote who mailed their ballot too late. People should have mailed them all in taking into account delivery time and the mail system should have been held to account. They should have widely informed people to do it soon (though even this can have some influence). They're allowing people to hand in their homework late for the extra grade.

However you do it though a short term transition to mass mail-in is a nightmare to do without skewing things. They simply did not have anything in place to do this on short notice. If they had the right attitude they might have pulled through but instead they just insisted there would be no problems rather than to do anything to prevent problems. The result naturally is a system you can't trust.

In PA they're supposed to keep the envelopes. Especially the one with the signature. If the number of signatures don't add up to ballots or if signatures don't match voter records, there's a problem.
