That ballot should have a signature and when compared against your husband's it should invalidate that mailing fraudulent vote. Definately report it to the GOP as it may affect downballots also.

I actually just spoke with election officials to confirm the my vote was counted and the fraudulent one was not. While they did count the correct vote, I asked what was to be done with the fraudulent one, and they said they just voided it and were done with it. We at the elections office don't care about election fraud or federal crimes. It's on you to report it and present your evidence. No you can't have the fraudulent ballot as evidence.
Do something about it. I'm glad you shared the info with us, but don't let this be the only place you complain. REPORT IT, sign a sworn affidavit, do whatever you need to do to get this corrected. Your vote should count they way YOU wanted it to. And I say that even if you wanted to vote for biden.
The important part in this legislation would be the language specifically. If it states that the machines shall be verified by two parties...it can’t be one party. Unless there is language about what to do if one party is voluntarily refuses to show up. My understanding is GOP didn’t show up but was invited.
