A recount is different from an audit. A recount doesn’t hold anyone responsible/accountable, but an audit does. Another item to think about is some counties have a margin of 0.5% and if the votes are under that then a recount isn’t required. This is why you see Biden have a 0.48% lead on Trump in some counties.
I read somewhere that recounts are done by the same idiots who did the first count, while audits are done by armed federal agents.

Read the article please. So she forgot to join the meeting to have it tested pre election. Then I believe right before the election they had to run the test and invited 2 other parties besides the Dems. It clearly states the tests SHALL BE OBSERVED by 2 different parties. Since it didn't happen and only one party showed up, that means that portion of the law was not fulfilled. Therefore it was not certified.

I did see on Democrat on the list....can't find the signed list now. If they don't count election officials, there was only 1 party. They COULD NOT certify the machines then. "Shall" means it must happen legally. There was not a provision in the law that stated what to do if only one party shows up.
I would think this should be a sticky so Trump team + co don't miss it.
Its impossible to certify a black box. Dominion can easily code in a function that spits out true results during test runs before elections and fake results during the real count.
Reminder that a recount without an audit is useless bc then all they are doing is just recounting all the illegal votes again. Be sure to call up your Republican reps and demand and AUDIT if you live in one of these battleground states.
