That is not bullshit. The PA Legislature not only CAN certify electors, they are REQUIRED to do so.

And, they can actually vote for whoever they damn well please.

State LEGISLATURES are in control of the selection of electors... period. That was at the crux of Bush v. Gore. There is NO Constitutional right for a citizen to even VOTE for President... that's just how all of the State Legislatures have chosen to DO IT.

In the event that an election is irretrievably spoiled... a State Legislature can absolutely vote as they wish to send their electors.

So, please stop spreading fake bullshit.

I think someone needs to reread the U.S. Constitution. Article II section I: Each State shall appoint, in such Manner as the LEGISLATURE thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.
