State LEGISLATURES are in control of the selection of electors... period. That was at the crux of Bush v. Gore. There is NO Constitutional right for a citizen to even VOTE for President... that's just how all of the State Legislatures have chosen to DO IT.
In the event that an election is irretrievably spoiled... a State Legislature can absolutely vote as they wish to send their electors.

Article II section I: Each State shall appoint, in such Manner as the LEGISLATURE thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.
