Collins' letter to be followed -- allow sufficient observers, hand count each ballot, verify signatures on absentee ballots, and allow for enough time to verify results before certification.This is an election integrity issue, and people's belief in the election system is dependent upon how they handle this recount/audit in Georgia. Also, you could add that the Secretary of State's current instructions do not adhere to the promises he made about a "fair" recount.
