You can still get that info - go to the secretary of state website to check to see if they're registered - enter first initial, last name, enter d/o/b and county they lived in. If there's a record, bottom left column will show if there's an absentee ballot and if it is a blue hyperlink, that means there's a vote & you can check the status. Click it to see status of absentee vote.
Actually, I really want this list to see if my dead mother voted. I want to see if my sister cast a ballot, even if she never got her ballot.

Yeah, but that also states that if you registered to vote pre 1995(!) that your DOB may be 00/00/0000. Can't find them with that logic.
