It looks to me like the people walking up and down are the actual observers. Not the people behind the yellow tape that has a sign reading "public observers". I'm guessing you have to stay behind the yellow tape if you're just the general public - not an official observer. But I don't like that the actual observers are walking up and down - I want them sitting at the table examining every ballot before it goes in the "good" pile to be counted. There's not real observation going on if they just meander back-and-forth like a Walking Dead zombie from 6+ feet away.
