Counties handle voting -- Most officials and employees of the USG are establishment. Trump came in wanting to break their abuse of power machine. Since voting is handled at the county level, the governor doesn't matter. The best that the governor / potus can do is try to implant their own in key spots to look for irregularities. However, fraudulent ballots, unless vetted through who cast them (which GA's ballots are intentionally anonymous) are going to be handled the same. The whole law around it is fucking broken.
GA voting law says that registering to vote is proof of citizenship for the state. So when you hear those asshats on twitter saying "move" to GA, they mean register to vote. You don't need a GA license even, you just need a forged utility bill / phone statement / other similar proof to verify address. Making / modifying a fake statement is easy. If you have a provider that shows something on a website that you can print off, you can hit F12 and modify the data on-screen just like the Indian support scammers do.
