However Status of Forces Agreements are how the US mil is allowed to operate in foreign countries. For instance, we didn’t pull out of Iraq in 2011 because we thought the war was over, we left because Iraq would not renew the SOFA, so now any US mil would be charged in Iraqi courts for murder if they killed an insurgent. Same with Germany, we have a SOFA that enables US Mil to be there. Without that we are either an occupying force or we are visitors on a visa and can be thrown into German prison. Trust me I’d love for this to be true and proven wrong, but while stationed in foreign countries, we rely on foreign police/military to handle issues. US jurisdiction ends at the base gate. Now in this instance, the only other explanation for this being true is a Title 50 organization conducted the operation, but even then that is risky legally and politically.
Well the servers themselves were hosted in AWS. That being an American company, I'm not sure how that's handled by SOFA. It could have been black hats too covering their tracks. Might explain the purging of the heads of the DOD.
