That's why its very insidious. They threw the envelopes away so it is very difficult to meaningfully audit. The Courts or the PA Legislature ( according to their constitutional mandate) have to intervene in a big way for a change in the numbers. Hopefully these practices and more will nullify the entire election ( see NC Congressional race a few years ago) and either a new election is held, or the PA legislature just picks the electors (which is within their constitutional purview).
