Umm that's a poppy. In Canada and UK we wear poppies on Nov 11 for war vets. There's even a poem "in Flanders fields" written by a soldier in WW1. The poppies are sold by the local legions or a donation box where you put in a few cents (organizations that support vets, in Canada it's the Royal Canadian Legion) to raise money for vets. Almost all public figures wear them around this time. There's also a moment of silence at 11am.

It is a poppy. We Brits wear them in November, during the period of Remembrance. Money from the poppies goes to a charity called the Royal British Legion.
