Running a ballot through the machine 50 times: No, it's an actual ballot and only matters if there's a hand recount. But then it wouldn't matter if there was a watermark or not as it would be 49 paper ballots short of the number anyway.
Fake paper ballot: Yes, but only good for hand recount and only if it otherwise had the watermark and other security features that made it look authentic.
Whether the information was true or not it created quite a distraction for the enemy; whom would have had to use resources invalidating that fact to appease lower level staff. If the 'plan' is anything, it is false tracks; I assure if there was top secret information it would not be able to be tracked by patriots. Serialized batch numbers are only useful in forensic evidence in criminal proceedings, not in recounts.
