I agree. No explanation of how it would make a difference. It is equivalent to having a serial number on each ballot. Ok, well explain the situations where that would matter.

Mail in ballots, dead voters, ballots stolen from mail - No, those are actual ballots

Running a ballot through the machine 50 times: No, it's an actual ballot and only matters if there's a hand recount. But then it wouldn't matter if there was a watermark or not as it would be 49 paper ballots short of the number anyway.

Fake paper ballot: Yes, but only good for hand recount and only if it otherwise had the watermark and other security features that made it look authentic.

Serialized batch numbers are only useful in forensic evidence in criminal proceedings, not in recounts.

Whether the information was true or not it created quite a distraction for the enemy; whom would have had to use resources invalidating that fact to appease lower level staff. If the 'plan' is anything, it is false tracks; I assure if there was top secret information it would not be able to be tracked by patriots. (The know they can not keep such information quiet, but because -they- believe it to the core; it concerns the enemy into wasting resources.

If there is a plan, we do not know it-also do we actually think they wouldn't realize they had a leak, that would go straight to the hands of the enemy. Our secret government lays false eggs to spead and caue confusion/chaos by masking the 'real' plan-one you or I will never know,
