The United States has benefited greatly from immigration, but a better system will increase the benefits and reduce the costs associated with its current outdated system. The U.S. immigration system is inflexible and restrictive. Adopting the reforms outlined in this compilation would allow the system to respond to future challenges and opportunities without requiring repeated congressional actions to correct its mistakes. The most pressing goals should be to create a process for those with immigration violations to correct them, both now and in the future, as well as to allow future legal immigrants reasonable and viable ways to come to the United States.

The Cato Institute is the Koch Brother(s), who just want cheap labor. Don't listen to anything they have to say about immigration. Or do listen, but then definitely do the opposite.

No, this is a penalty for people who illegally resided within the U.S.

3 Update registry to allow any immigrants with 10 years in US to receive permanent residence

No.

4 Create public defender's office for immigrants

No. Taxpayers shouldn't have to pay for this.

5 Let immigrants obtain withholding of removal status when ICE declines to pursue removal for 2 years

No.

7 Grant green cards to guest workers with at least 10 years experience

9 Allow extensions beyond 3 years

No. The point is to protect U.S. workers.
