Basically it's saying that the difference between Trump's win percentage between election day voting versus mail in ballot voting was the same number for 66 out of 67 counties (Philadelphia, the outlier). Eyeballing the graph it looks like the difference was 40 ± 7% for all counties but 1. It was expected that Biden voters would favor voting by mail, but the chatter should be a lot greater in the difference percentages. You would expect that number to fluctuate between -10% to 70%.
