well yes, that's why I said it. the ballot drops were to catch up with the numbers they just sent through for the 4, 5 or 6 hours they did. it's pretty simple.
I would imagine that the machine tabulated barcodes or numbers based on ballot. maybe not, I don't know enough about it, but this should be easy to fix if it did. if it didn't, then this was intentional to not track same ballot.
with a small crew of ten or twenty marking single option on ballots this is possible.
