Campaigns workers showing up at voters' doors and asking them to fill out their mail-in ballots right there and then, or even doing it for them ("You're against fascist racists, right? I'll mark it for Biden then, just sign here"), and collecting them. They probably got told by some USPS workers when and where ballots got delivered, so they could show up right after. Or they might even have gotten the ballots to "deliver" them to the voters themselves. And of course that would also open the door to outright forgery, though I don't think it would even be necessary. Pretty sure some local figures working for the campaign could convince quite a few people to just mark it where necessary and hand it over.
Hard to prove, though, unless some come forward or maybe even have video. Think about it, in this case we have video of the in-person voting - how much more of the same happened at voters' homes with mail-in ballots, where there is no surveillance.
