I think some states have laws against it so they can cheat. If I'm guessing, the argument is that names on ballots would be published along with who they voted for.
With current tech it should be possible to automatically blur out personal information before the footage is reviewed. Laws might have to change though.

Sad thing is...laws were in place...just flagrantly ignored.
