So they didn't even need to MANUFACTURE the phony ballots by marking them...

...they just needed to PRINT the ballots so that their dominion machines could mark in 'Biden' for them. No wonder they didn't want anyone around observing. Pallets of ballots for Biden is one thing, inserting blank ballots filled in for no one is another story altogether!
