Settings were lowered which allow more ballots to pass. For instance it may be that several elements were used to verify a ballot, signature match and all pertinent fields filled out properly and verified against records.
But this year many users decided to lower those settings, maybe eliminating everything except a signature match and in that case even lowering the 'match' threshold to 40% of probability. So many of the ballots which 'would' have been rejected under prior standards passed this time.
That's just one example, many other scams, er I mean procedural changes were effected as well.
