I just compiled the 2016 and 2020 numbers for the top 20 most populated counties in the USA plus Fulton, Milwaukee, and Philadelphia (which aren't in the top 20.)
In terms of raw votes, Biden did better than Clinton in 19/23 counties. In terms of vote share, he improved margins against Trump in 10/23 counties, which DOES NOT include Wayne County ( Detroit,) Fulton (Atlanta) or Philadelphia county, in which he LOST vote share against Trump.
