Foreign no issue, but domestic unilateral action to deprive or subvert certain rights without due process is abhorrent to the constitution. However, there are things called civil forfeiture and RICO. For the most extreme cases (such as perverting an election and forcibly installing the wrong person thereby using force against the authority of the U.S.) where a party is acting belligerently towards the U.S. as a U.S. citizen then chapter 115 U.S.C. Title 18 can be applied.
