Local news stations generally get the writing from higher on up in corporate. This is more a sign of too much bureaucracy than propaganda (though it inadvertently is, most conservatives would agree with the message because most are left-leaning MUH DEMOCRASY types). It is what happens when your society is composed of frightened people afraid of disagreement.

This was Sinclair broadcasting. They own loads of local news stations. This video was floating around sometime around 2016 or so. They had their newscasters read this memo on air. It became a thing for about a month. It should be noted Sinclair has Republican ties much to the dismay of the Dems.

It's not that crazy given how local news stations work. Most of them pull their stories from the AP as it is. Pretty lazy.
