No not really if you take 3.8 million from Biden and give them back to Trump he would win the popular vote and if those votes are in swing states then it's an electoral landslide as well.

It would depend on exactly what 3.8 million means. If it means 3.8 million votes themselves, then you would have to subtract 3.8 million from Biden's total AND then add 3.8 million to Trump's total, which would actually be a swing of 7.6 million. Now, it could also mean that the gap would close by 3.8 million (so in other words 1.9 million votes themselves).
