No matter how good anything looks, check it against control data (Alabama, Arkansas, etc)

Exactly...in process. I can tell you, this did not happen in Ohio or Florida. Nothing close to it. We need states that break out the absentee totals separately by county. We should also capture all of the TargetSmart County data in a dataset.

It is! This also why large chunks of voter data is expensive, to keep private citizens away from it.

To keep people from doing exactly what they are doing now.

Arizona has no anomalies like this. I just finished that. Georgia is next.
